GRADUATE SCHOOL PROFILE
Historical Sketch of the Graduate School
The graduate program started in 1981 with the offering of Master of Arts in Industrial Education (MAIE) major in Administration and Supervision with ten (10) students. Enrolment in MAIE gradually increased to 100 students. In the second trimester of Academic Year 2002-2003, the Doctor of Education was offered in consortium with Bulacan State University. The DHVSU Graduate School was institutionalized and granted an independent status by the Board of Regents on March 2, 2010.
The Master of Arts in Education (MAEd) major in Educational Management program was initially offered in the first trimester of Academic Year 2003-2004. Another program was added in the first trimester of Academic Year 2008-2009, the Master of Public Administration (MPA).
In June 2010, the DHVTSU BOR approved Board Resolution No. 36 s. 2010, the establishment of a consortium between DHVTSU and Sta. Rita College on the offering of MPA and MAEd.
After which, Master of Business Management, Master of Arts in Education majors in Mathematics, Filipino, Physical Education, English, Technology and Livelihood Education and Doctor of Public Administration were offered. Certificates of Programs Compliance were issued to the University for satisfactorily addressing the requirements on administration, faculty complement, research presentation and publication, library holdings, support services, physical facilities and laboratories, among others. In its commitment to quality and excellence, the academic programs were subjected to Accrediting Agency of Chartered Colleges and Universities in the Philippines (AACCUP) evaluation, satisfactory passed the preliminary visit, granted Level 1 with a “Very Good” rating and upgraded to Level 2 status in 2019 based on the following programs offered, Master of Arts in Educational Management, Master of Public Administration, and Doctor of Education. Whereas, a Level 3 status was granted on Master of Arts in Education majors in Mathematics, Filipino, Physical Education, English, Technology and Livelihood Education and Master in Business Administration during the Preliminary Survey Visit.
Strong partnership with the various agencies of the government, civil society groups, non- governmental organizations, people’s organizations were forged as part of its “corporate social responsibility” advocacy. Due to the recognition of the University’s stature and reputation, the GS served as the host unit for the DELTA (Developing Excellent Leaders and Teachers Academic Achievement) scholars of the Province of Pampanga. In 2 nd trimester, Academic Year 2016-2017, there were 144 public school teachers (Batch 1) who enjoyed scholarship benefits and other related fees. While 83 public school teachers (Batch 2) were enrolled in 3 rd trimester, Academic Year 2018-2019 and 28 public school teachers (Batch 3) are currently enrolled in 2nd trimester, Academic Year 2022-2023. In 2020, the Project KIKO: (Keeping the Innovative Knowledge Outstanding) of Mayor Francis Garcia, sponsored an initial of 30 scholarship grants to the public school teachers of Bataan during 3rd trimester, Academic Year 2019-2020. While 23 public school teachers (Batch 2) were enrolled in 1st trimester, Academic Year 2021-2022 and 16 public school teachers (Batch 3) are currently enrolled in 1st trimester, Academic Year 2022-2023.
In recognition of the strong need for a broad-based improvement of the readiness, capabilities and capacities of public service professionals in education to ensure the attainment of producing competitive graduates at different levels of education, innovative engagement is put into fore. Hence, “Cross-Institutional Complementation for Advanced Program Capacitation” is conceived, a joint academic venture between DHVSU and Dr. Yanga’s Colleges and a Commission on Higher Education (CHED) endorsed program.

The GS envisions itself as the lead school in the region for advanced studies in creating knowledge and
technology, and continuously improving professional competences and practices for sustaining
national and global competitiveness.

The GS commits itself to provide sustained learning environment through interconnectivity between
instruction, research, service and productivity for competent capacity enhancement of students
toward responsible agents for national and global development.

The following are the objectives of the Graduate School:
• To motivate graduate students to commit themselves to a meaningful and dynamic
participation in the pursuit of educational goals;
• To inculcate sense of self-reliance and independent thinking on graduate students so as to be
capable of devising new and imaginative awareness for their enhancement;
• To develop leadership and expertise in their chosen fields of specialization through actual
researches as part of graduate educational requirements.

Recognition and Citation
The Commission on Higher Education designated the University as the Center of Development for Teacher Education
Commission on Higher Education and Department of Education endorsed the establishment of the Graduate School - Center for Professional Practice (GS-CPP); the Center offers innovative, transformative and viable short term courses; series of seminars, trainings & conferences were conducted for capacity building, program enhancement, extension services; among others.
The University serves as the partner-agency of the following:
✔ Department of Interior & Local Government - to conduct capacity building for the newly elected officials & civil society organization (CSO) focal persons
✔ Department of Education – to assist in the research activities of the public school heads and teachers, specifically during the division & regional research congress
✔ Commission on Higher Education – to extend technical assistance in the conduct of Regional Quality Assessment Team institutional evaluation and monitoring of Higher Education Institutions
✔ Philippine National Police – to serve as an advisory council member as well as conduct continuing professional education sessions, i.e. facilitate strategic planning sessions, consultancy services, etc.
✔ National Economic and Development Authority – to provide assistance in the conduct of policy researches, focus group discussion, and other related engagement;
✔ Talete king Panyulong Kapampangan Foundation, Incorporated, a non-government organization in Pampanga – to provide support in the establishment of the TPKI Learning Institute as well as in the screening of its top executives;
✔ Royal Institute, an international multi-disciplinary organization based in Singapore, conferred the University the highest and prestigious “honorary’ award.
✔ Thai Nguyen University of Economics and Business Administration, International partnership in Vietnam in terms of resource sharing in research, instruction, human complement, among others.

Doctor of Education (Ed.D.) in Educational Management
The Doctor of Education in Educational Management is designed for the advance student who aspires
to top level administrative position and who wishes to achieve a superior level of competency in the
exercise leadership roles in educational policy formulation and management. The program provides
an understanding of sound educational foundation and the application of research to practice.
Doctor of Public Administration
The Doctor of Public Administration is a research-oriented program that provides knowledge and skills
on the basic problems and processes involved in the Philippine public administration. The program
includes topics in the foundations of public administration and good governance. It aims to produce
graduates who are ready to serve as ethical, accountable and critical leaders in the public sector and
in academic institutes. The program aims: to apply the theoretical literature appropriately to issues
commonly addressed in public administration and related public affairs disciplines; to assess and
critique the analytic techniques and conclusions of scholarly articles and practitioner communications
on public management and public policy; to prepare and produce high-quality independent research
and analysis of real world phenomena in the governmental and/or the non-profit sector that will
contribute to the body of knowledge about public management and public policy

The Master of Arts in Education major in Educational Management (MAED-EM) is a competency
oriented graduate program which prepares educators and would-be-school administrators with
functional philosophies, theories, research-based management with emphasis on administration and
supervision of schools. It also allows students to explore the theoretical and practical aspects of
curriculum development, supervision of instruction and school activities and educational legislations
which will transform them to become highly skilled, globally responsive, educational
managers/leaders and instructional specialist.
Master of Arts in Education major in Mathematics
The Master of Arts in Education Major in Mathematics is a demand-driven graduate education
program owing to the fact that the institution is a renowned institution, thus, the graduate program
is designed in pursuit of high-end discipline strongly anchored on the undergraduate Mathematics
programs and relevant experiences of the institution’s clientele in response to the educational
development demand particularly of the region and in general promotes the national sustainable
development thrusts. The program is a complement to the current graduate programs of DHVSU
geared towards global competitiveness through enhanced quality, efficiency and effectiveness.
The Master of Arts in Mathematics program is intended for teachers of mathematics courses which
include non-mathematics majors whose undergraduate preparation may or not really a Bachelor of
Science in Mathematics degree, but of related discipline such as students of business administration,
economics, engineering, the social science, etc. The program likewise prepares prospective school
administrators in the broad spectrum of educational milieu as regards to position and roles they play
in the field of education in various levels including the technical and vocational programs.
Master of Arts in Education Major in Technology and Livelihood Education
The Master of Arts in Education major in Technology and Livelihood Education aims to produce
highly competent professionals who can:
• Develop insights and higher order thinking skills and apply effective management strategies in

• Develop competence in the implementation of the program in their respective schools;
• Recognize, understand, analyze the complexity of program as implemented in the school as
far as the changes and developments is concerned; and

The Master of Arts in Education Major in Physical Education aims to:

Master of Arts in Education Major in Filipino
The Master of Arts in Education Major in Filipino is a demand-response driven program addressing
the pressing needs brought about by Republic Act 10533: An Act Enhancing the Philippine Basic
Education System otherwise known as the “Enhanced Basic Education Act of 2013′′ also known as K
to 12 or the Enhanced Basic Education Curriculum, by honing up the competence and pedagogical
skills of teachers, school administrators and education program supervisors in the field of Filipino as a
subject. The program Master of Arts in Education Major in Filipino is conceived for teachers of the
Filipino language, school administrators, education supervisors and those who desires to upgrade
their knowledge in the Filipino Language particularly in linguistics or grammar and in literature.
Master of Arts in Education Major in English
The Master of Arts in Education major in English prepares individuals for the broad spectrum of
educational positions and roles in the field of English education. With its challenging and innovative
curriculum, taught by outstanding faculty, it prepares education students for the various
administrative and supervisory positions in elementary, secondary, post-secondary and vocational
programs.
Specifically, it aims to:
• update and enrich classroom teachers’ content knowledge in English;
• enhance and expand classroom teachers’ pedagogical knowledge and skills for teaching
English;
• improve classroom teachers’ efficacy in producing innovative and creative instructional
programs or materials that will improve the teaching-learning process, and
• to conduct relevant researches for the improvement of the teaching-learning process
Master of Arts in Education Major in General Science
The Master of Arts in Education major in General Science is a demand driven graduate education
program designed to equip science teachers with the broad spectrum of knowledge, scientific skills
and pedagogical capacities in the fields of Biology, Chemistry, Physics, Earth Science, and other
Integrated Sciences. The program responses to the demands of the prevailing spiral progression
designed science curriculum of the basic education level and high-quality standards of science courses
in higher education by honing up the competence and pedagogical skills of science teachers. The
program compliments to the graduate programs of DHVSU geared towards global competitiveness
through interconnectivity between quality instructions, research, service, and productivity.
Master of Science in Social Work
The Master of Science in Social work aims to prepare the students to assume leadership roles in
various fields in the practice of social welfare and social development work. Specifically, it aspires that
the students of this program will be able to:
• Enhance leadership skills in the practice of the profession;
• Equip them with knowledge to further promote effective implementation of social welfare
programs; and
• Develop the Social workers’ sustainable contribution in promoting development work
Master in Public Administration
Master in Public Administration is a graduate program designed to equip students with
administrative and management concepts and theories useful in formulating solutions to problems
associated with public and non-profit administration. It also aims to enhance students’ research
capability in the areas of public administration, policy formulation and analysis, development
management, budgeting and financial resource management, human resource development and
contemporary issues in public affairs management.
Students under the MPA program are exposed to current issues in public administration as well as
to the practical application of various skills and techniques in the field. The program is inter-disciplinary
drawing from both business and economics.
Plan A (With Thesis) is designed to provide researchers, teachers, and prospective college
instructors with the knowledge and research skills in public administration. Students are required to
prepare and defend a thesis.
Plan B (Non-Thesis) aims to provide students with the theoretical background and technical skills
needed for the effective implementation of public policy in a developing country. Students under Plan
B may choose from the following fields of specialization: public policy and program administration,
organization studies, fiscal administration, local government and regional development, voluntary
sector management, public enterprise management, and spatial information management.
Master of Business Administration
The Master’s Degree in Business Administration is designed to meet the growing demand for
trained men and women managers in business and industry. It seeks to develop intellectual leaders
with a distinct advantage in their profession, be it industrial, financial, government or non-profit
institutions. It is envisioned to provide the business community with competent managers and
entrepreneurs responsive to the environmental opportunities and attuned to the expected role of
business and management.
Specifically, the MBA Program shall:
• Develop among the students an understanding of the role and responsibilities of business and
society;
• Develop the students’ attitudes, technical skills and commitment necessary in the business
world;
Provide the students with the theoretical and practical training of the entire business functions
and the interrelationships;
• Strengthen the analytic skills of students for problem solving and decision making;
• Develop in the students an interest in research in business and management; and
Develop in the students an understanding of the role of the computer technology as a strategic
business.
MBA Non-Thesis Program is designed for business professionals, practitioners, entrepreneurs,
employees in public and private institutions, and senior undergraduate students, regardless of their
field of study. This program prepares them for management roles in the fields of Human Resource
Management, Strategic Marketing Management, or in Innovation Management. It is designed to
develop practitioner-oriented skills that enable would-be managers to contribute to strategic
decisions necessary for the organization’s viability and sustainability.
This track links theory to practice by analyzing marketing issues from inside an organization. Concepts
and processes which involve the development of market -driven strategies, operational knowledge
and understanding the marketing functions of an actual organization, and how it interconnects with
other functions as well as its impact on the business are the main focus of this track.
Admission
Admission Policies and Guidelines
Admission Requirements
Applicants seeking admission in the Graduate School shall submit the following preliminary
requirements:
• Accomplished Application Form
• Letter of Intent
• Certified True Copy of Transcript of Records
(Note: For enrollment purpose should be specified)
• Two (2) Recommendation Letters from Superior and former Professor(s)
• Birth certificate issued and authenticated by Philippine Statistics Authority (Photocopy,
• however, bring Original for verification purposes)
• Marriage Certificate issued and authenticated by Philippine Statistics Authority, for married
• female applicant (Photocopy, bring Original for verification purposes)
• University Admission Test and Interview
Additional Requirements for Transferees
- Honorable Dismissal
- Description of professional subjects and course taken from previous school
Qualifying Examination and Interview
Qualifying Examination and Interview: An applicant for the graduate and/or post graduate program
must pass the admission examination (standardized examination and essay question) and qualifying
interview.
Non-Aligned Courses
Non-Aligned Courses: A non-educational management (non-MAED) graduate who wishes to enroll in
the Doctor of Education program may be admitted provided that the student shall be required to
complete at least eighteen (18) units of academic units in the MAEd program. While earning these
units, the student may enroll in any two major professional courses in the doctorate programs.
For other programs, that of, Master in Business Management, Master of Public Management, Doctor
of Public Administration, applicants seeking for admission on the aforesaid academic disciplines shall
be baccalaureate and masterate degree graduates respectively.
(Note: The broad and extensive nature of the public and business spheres necessitate a
multidimensional and multi-disciplinal orientation so as to address its fundamental thrusts and
primordial learning outcomes).
Non-Thesis Track Graduates
A Graduate of a non-thesis track program who wish to pursue doctoral studies may be allowed to
enroll the required academic units, however, shall fully comply with the thesis requirement before
enrolling in dissertation writing course.
Registration
New and Regular Students
A student must be officially registered to receive credit for course work. The officially
enrolled students are those:
• who have paid the tuition and other fees;
• whose official receipt of payment has been validated;
• who has submitted a fully accomplished registration certificate and
• other requirements to the Registrar's Officer;
• whose "Copy for Student" portion of the registration certificate has been
• stamped "validated/enrolled" and has been issued class cards.
Cross-Registration
If a student needs to enroll in a course that is not offered during the trimester, the Registrar may issue
a "permit to cross-enroll at a CHED-accredited school" upon the Program Chair's endorsement and
the Dean’s approval.
On the other hand, a cross-enrollee from another school may be considered for enrolment by the
University Registrar, upon the cross-enrollee's submission of a written permit from his/her school,
specifying the course/s and the total number of units he/she is authorized to cross-enroll.
