Overview

HISTORY
The College of Education, then Institute of Industrial Teacher Education started its course offerings in 1957.

It was in July, 1966 when the teacher education curriculum leading to the degree Bachelor of Science in Industrial Education majors in Shop Work, Industrial Arts and Mathematics was offered. The college was granted recognition for the BSIE Program in 1965. The first batch of BSIE graduates were conferred their degrees in April 1969.

On May 13, 1978 Don Honorio Ventura Memorial School of Arts (DHVMSAT) was converted into a state college. It was also on this same historic date when the Institute of Industrial Teacher Education had Dr. Wenceslao M. Santos as the Head of the Academic Instruction for the first time and Mr. Mariano P. Cadiang, Head, Shop Instruction.

In 1989, the BSIE program was phased out to give way to the BSED curriculum major in Home Economics and Technology with CHED Order BR# 9, s. 1989. To address the pressing need of various schools in the province for more Industrial Education teachers, the College decided to re-offer BSIE and BSIT major in Shop Technology in 1992 with CHED Order BR# 14, s. 1992. The Bachelor of Elementary Education (BEED) major in Edukasyong Pantahanan at Pangkabuhayan (EPP) was offered in 2002, the same year when Dr. Laurencita N. Villanueva retired as Dean after 13 uninterrupted years in service. Dr. Adoracion C. Rubio served as concurrent Dean of the Institute May 2002 until September 11, 2002. Dr. Laura Miriam B. Buenviaje acted as Officer-in-Charge of the Institute from September 12, 2002 to April 14, 2003.

The first batch of Bachelor of Elementary Education (BEED) major in General Education graduated in 2009, four years after the course was offered. Due to the desire of the college to produce mathematically adept, linguistically inclined and highly competitive mathematics and language teachers, Bachelor of Secondary Education (BSED) major in Mathematics was offered in 2003, while Bachelor of Secondary Education (BSED) majors in English and Filipino were offered in 2009. Also, Bachelor of Elementary Education (BEED) major in Preschool Education was offered in 2010-2011.

As a proof to its commitment to provide quality education, the college was granted Level 3 accreditation status to its Bachelor of Science in Industrial Education (BSIE) (now Bachelor of Technical Teacher Education (BTTE)) and Bachelor of Secondary Education (BSED) programs on October 16, 2011 by the Accrediting Agency of Chartered Colleges and Universities in the Philippines (AACCUP), Inc. whereas the BEEd program was granted Level 1 accreditation status by the same agency on March 1, 2013.

With regard to the suggestions of the accreditors given during their visit on October 5, 2007, one was the change of the nomenclature from Institute of Industrial Teacher Education to Institute of Teacher Education.

In connection with the university's vision, mission and objectives that is to produce equally competent and highly skilled graduates, the College of Education consistently reviews, revises, improves and updates its offerings.

The College is headed by Dr. Dolores T. Quiambao with Dr. Vicky Pineda-Vital as the Assistant Dean, Dr. Chona M. Navarro as the Chairman of the Bachelor of Secondary Education, prof. Belisa Y. Bognot as the Chairman of the Bachelor of Technical Teacher Education and Dr. Arnelia B. Mandap as the Chairman of the Bachelor of Elementary Education.

MISSION
The mission of the College of Education is to provide quality and effective instruction, personal and professional training and advancement, research and extension services to its clientele to ensure functional undergraduate teacher education.

GOALS 
The College of Education is committed to its task of producing highly competitive and empowered graduates who can assume the following roles:

• A dynamic and efficient conveyor of organized and systematic knowledge giving focus on the changes confronting education;
• An effective promoter and facilitator of learning that will enable the learners to develop to the fullest their potentials, thus transforming the graduates to become holistically developed;
• A true source of inspiration who possesses a clear understanding and appreciation of the human ideals and values that elevate the human spirit and contribute to man’s sense of satisfaction and fulfillment.

OBJECTIVES OF THE BACHELOR OF ELEMENTARY EDUCATION PROGRAM

1. To provide basic and major trainings in General Education and Preschool Education;
2. To provide relevant knowledge and training to students on basic and higher level of literacy, develop in them creative and critical thinking and other skills needed for advanced learning;
3. To enhance the acquisition of values, attitudes, and skills in the application of principles and methods in teaching needed for effective and improved instruction;
4. To provide an avenue for the development of the students’ total personality that corresponds to personal and professional work; and
5. To instill moral values and good work habits.

OBJECTIVES OF THE BACHELOR OF SECONDARY EDUCATION PROGRAM

1. To provide students with useful and relevant knowledge of the concepts, principles and practices of Bachelor of Secondary Education program to cope with the current trends and issues in education;
2. To enhance the skills and talents of students especially in the field of technology by supplementing their acquired theoretical know how with actual application making the learning process holistic in approach;
3. To cultivate inquisitiveness among the students in their respective areas of specialization so that they may become effective knowledge imparter to their future students;
4. To instill moral and spiritual values and proper work habits.
5. Conduct extension activities as results of the findings and recommendation from research studies.

OBJECTIVES OF THE LADDERIZED BACHELOR OF TECHNICAL TEACHER EDUCATION PROGRAM

1. To provide students the opportunities to exit from the ladderized curriculum after one, two, or three years with specific job opportunities. A Certificate of Achievement in their technology area of specialization will be issued by the College.
2. To provide students who opted to exit from the curriculum the opportunity to take the assessment for National Certificate (NC) administered by the TESDA.
3. To provide students of other ladderized programs of DHVTSU the opportunity to become prospective teachers in their respective areas of specialization.
4. To serve as model technical teachers imbued with proper work attitude and values required by the industries, technical-vocational schools, training centers and higher education institutions.
5. Conduct extension activities as results of the findings and recommendation from research studies.

OBJECTIVES OF THE BACHELOR OF PHYSICAL EDUCATION PROGRAM

1. Provide the students with strong and useful foundation of knowledge, concepts, practices and skills in Physical Education in order to cope with the current trends and issues concerning physical education, sports and wellness.
2. Develops skills and talents of every student aligning it to their field of interests and abilities
3. Exposes the students in real-life learning so as to firmly apply the real essence of theoretical learning in the academe
4. Aids in pedagogical innovations necessary for human movement education, physical literacy and holistic development through carefully planned program of activities
5. Demonstrates physical skills, leadership and managerial capabilities in all activities and programs for both normal and differently-abled individuals
6. Produces strong workforce of physical educators, sport pedagogues, sports officiating officials and coaches, choreographers, chairpersons and heads of physical education, sports and wellness programs imbued with the values of professionalism, excellence and good governance
